(1) Personio dominates the SMB-to-mid-market HRIS layer. Personio (Munich-built, founded 2015, ~10,000 customers, primarily German and DACH) is the default HRIS for German 50-2,000 employee firms. Personio includes a competent built-in ATS module, for many German mid-market firms, the practical question is whether Personio's ATS is enough or a specialist (Greenhouse, SmartRecruiters) is needed. Often Personio is enough.

(2) German enterprise splits across SAP SuccessFactors Recruiting (SAP customer base, large because SAP is German), Workday Recruiting (DAX 40 Workday HCM customers), and SmartRecruiters (the standalone enterprise default). iCIMS is present but smaller than in the US or UK.
